THE PROBLEMS OF STAFFING THE AUTOMOBILE AND RAILWAY NETWORKS OF THE TRANSPORT SYSTEM AND THEIR SOLUTION

This article examines the issues and solutions related to providing personnel for the automobile and railway sectors of Uzbekistan's transport system during the period of independence, based on the analysis of sources and literature. The study is of great significance in understanding how the country’s transport system was organized and developed during the independence period, the results of reforms aimed at its development, and the achievements and shortcomings in the sector. For this purpose, the article investigates how the personnel policy was implemented by the republic, and what results were achieved during this process.The research identifies that the personnel issues in Uzbekistan’s transport sector during the independence period were largely inherited from the Soviet era, including the low national potential of specialists. It also found that national training institutions were established to address these issues. Furthermore, the article provides detailed insight into the reforms aimed at training experienced personnel in the sector and improving their qualifications, discussing both the successes and shortcomings of these efforts. The article also presents views on the infrastructure activities related to the sector. This research can be used in educational institutions related to the transport sector.
